The Recovery and Resilience Reflection Project
This is an initiative run by the Centre for European Policy Studies offering clear insights on the implementation of the EU's recovery and Resilience Plans to policy makers, analysts and observers. The key focus of this project is on the economic and fiscal implications and stability of the RRF.
The Council of the European Union approved the EU's normal Multi-annual Financial Framework (MFF) 2021-2027 of €1078 billion in conjunction with the Next Generation EU (NGEU) support package dedicated to counteract the impact of COVID-19 worth €750 billion (2018 prices).
The EU's Recovery and Resilience Facility (RRF) is largest part of the NGEU with €672bn (of which grants are €312.5bn and loans €360 bn) to support member state programmes. To obtain this support member states have to prepare national plans that the European Commission assesses and European Council has to approve. The RRF aims not only to counteract the impact of COVID-19, but also make EU member states more resilient.
The work of CEPS is supported by a small high-level group of prominent EU, national and academic experts as well as policy makers, who reflect on the findings and offer insights and recommendations to the research team. Every report is reviewed by these specialists from different countries and perspectives.
